Covers at 1640 × 856 pixels, with the thing that ruins most Facebook covers already drawn on the page: a phone shows a narrower slice than a desktop does, taken from the middle, so both ends of your image are cut on the majority of views.

Two shapes, one file
A Facebook cover is displayed at roughly 1640 × 856 on a desktop and closer to 640 × 360 on a phone — and the phone version is not a scaled-down desktop version. It is a center crop.
That means the safe area is a band through the middle, not the whole rectangle. A tagline set edge to edge reads perfectly on a laptop and loses its first and last words in the app, which is where most people will see it.
The rule that follows is the same one that governs every cover image on every platform: put what matters in the middle, and treat the outer thirds as decoration you are willing to lose.
The bottom left is spoken for
On a group or page cover, the profile image and the page name sit over the lower-left corner, and on some layouts a row of buttons sits over the bottom edge.
Keep a logo out of that corner. It is the single most common thing to put there and the single most reliably obscured.
A cover is not an announcement
Covers are re-cropped whenever the platform changes its layout, and they change more often than any other image size. A cover carrying a date, a price or an event is out of date the moment the event passes, and nobody remembers to change it.
For anything time-bound use an event banner instead, and keep the cover to something that stays true.
